Onehunga, Church-Neilson, Pt Chevalier/Western Springs and Mt Albert precinct plans

We sought feedback on these draft plans. All feedback was considered and is summarised in to key themes below.

Key feedback themes for both Onehunga and Church-Neilson precinct plans

  • In both precinct plans, concerns were raised about the current traffic problems caused by congestion on both Neilson Street and leading onto State Highway 20. These problems cause additional traffic throughout Onehunga centre as traffic attempts to avoid Neilson Street and impacts on the accessibility to and efficient functioning of business activities in the Church-Neilson precinct, particularly for freight.
  • There were also questions raised about the provision of a continuous walkway/cycleway along the unused Avondale-Southdown rail designation.
  • There was strong support for the concept of precinct plans for both areas.
     

Onehunga principal centre precinct plan

  • There was strong support for the provisions of the precinct plan in general, with further particular support received for public transport improvements, walking and cycling initiatives and greening the city and protecting our heritage aspirations.
  • Particular economic development initiatives were also supported; including the establishment of short-term accommodation facilities, a campus near the rail station, the Waiapu lane block and rail station block redevelopment and future opportunities for commercial activities at the port.
  • A major concern raised by a number of feedback providers was the change in height proposed for the western part of the centre and the impact that this will have on residential areas with views over this part of the precinct to the Manukau Harbour.

Church-Neilson precinct plan

  • There was strong support for the protection of land for business purposes, improvements to the built form environment, improvements to the Manukau Harbour foreshore and public transport, walking and cycling initiatives.
  • There was support for the provision of high-density employment business nodes around the rail stations at Penrose and Te Papapa. It was acknowledged that these nodes will need to be master planned, so that they can support industrial and commercial activities within the Church-Neilson precinct and complement rather than compete with the Onehunga and Sylvia Park principal centres.
  • Concerns were raised about the proposed business node bordering Waikaraka Park due to its location being adjacent to the Visy recycling facility and other industrial uses, its lack of connections and access to public transport, its relative isolation from the Onehunga principal centre and its lack of profile for business users.
  • It was suggested that Southdown rail station be considered as a business node, however there is already adequate capacity at Penrose and Te Papapa business nodes. There is no commitment to reopening the rail station and limited street accessibility.
  • Feedback received raised the need to better understand and identify sites of industrial and commercial heritage within the precinct.

Key feedback themes for the Point Chevalier/Western Springs precinct plan

  • The feedback received suggested strong support for the proposed outcomes of the precinct plan including: public transport improvements, walking and cycling initiatives, green the city and protect our heritage aspirations. Particular support was given for the proposed changes along Great North Road from residential to a business outcome and for the development of a master plan for the Western Springs, Zoo and MOTAT area.
  • Submitters expressed concern about what the expected outcomes were for the identified business node and catalyst sites (in particular the Unitec site) and how council could ensure that the development of these sites complemented, rather than undermined, activities and the character of the existing Point Chevalier local centre.
  • Particular concern was also raised about the interface of tall buildings with Great North Road and existing residential areas, as well as the impact of intensification on existing infrastructure (schools, roads, electricity, gas) and the lack of consideration around sustainability principles.
  • The location of the community facilities cluster was discussed in a number of submissions received. The most commonly suggested location for these facilities was further north along Point Chevalier Road, towards the Tui Street intersection.
  • In relation to the Green the City and protect our heritage outcomes, a number of submissions raised concern about the exclusion of individual places and features of heritage and cultural value from the historic landscape map. Another common request raised in relation to this portion of the precinct plan, was that as residential intensity occurred additional pocket parks should be created.
  • The impact of intensification on existing parking and the existing road network was raised in several submissions, as were concerns that the NZTA 'Western Ring Route Waterview', State Highway 16 and State Highway 20 projects would adversely affect the Point Chevalier local centre and wider precinct area.

Key feedback themes for Mt Albert precinct plan

  • Support for an upgrade to the mainstreet and shopping area to provide a more attractive environment.
  • Concern about the potential impacts of intensification and the level of associated change. This included concern about proposed building heights, the quality of development that is likely to occur, its compatibility with existing character and heritage values, the effect on land values and the ability of infrastructure (include schools, parks and transport) to accommodate growth.
  • Strong support for an upgrade of the rail station, the improvement of pedestrian links to the rail station, and for the redevelopment of the rail station block as a catalyst site including public space, a bus interchange, and integration between the rail station and surrounding land uses. However, there was concern about the timeframes identified in the draft version of the precinct plan with much feedback expressing a strong view that the rail station needed urgent upgrading.
